A suit against a public entity does not begin with the judge. In most money claims you must first conciliate before the Office of the Inspector General and respect the limitations period of the proper cause of action.
Which cause of action may lie
The wrong cause of action, or a missed limitations period, ends the case. The first reading is procedural.
- Annulment and restoration of rights, if there is an individual administrative act
- Direct damages, if the harm comes from a fact, omission, or operation
- Government-contract disputes, if the source is a public contract

- May I go straight to court?
- Only when the statute exempts conciliation. Otherwise, filing without exhausting it usually leads to dismissal.
